Claims use the historical eligible economic balance at the epoch snapshot: claim = floor(funded × eligibleBalance ÷ eligibleSupply). Payout conversion costs reduce the funded amount before the epoch is finalized. Delegation moves votes, never distribution rights.
Required: max(5% of initial issued supply, 20% of eligible escrow supply) = max(50,000,000, 36,000,000) = 50,000,000 SNARK, counted over for + against + abstain.
Quorum met in this example (110% of the requirement).
Approval among non-abstaining votes: 87.2% — above the required 2/3 supermajority, so this example proposal passes and enters the 24h execution delay.
